Private Refuse Haulers

All private Refuse Haulers operating within the City of Watertown are required to be licensed and provide a comparable recyclables collection service to each customer.  This is an annual license which expires each calendar year on April 15.

Each collection vehicle must be inspected and registered on an annual basis in order to ensure that certain minimum standards are met.  A Code Enforcement Officer will conduct the inspection at the Public Works Maintenance Facility located at 521 Newell Street.   

Anyone wanting to provide private hauling of refuse and recyclables in the City of Watertown should review the City Code - Chapter 161: Garbage, Rubbish and Refuse to ensure compliance with City laws and regulations.   


Annual License fee is $300, which includes the use of one collection vehicle  
Additional License fee for each additional collection vehicle is $150
Inspection and registration fee per vehicle is $50

Application Process

Complete the Private Refuse Hauler License application   

Contact Code Enforcement Office at (315) 785-7735 to arrange an appointment for a vehicle inspection

Make check payable to the “Watertown City Clerk” for the appropriate amount

Mail application form, vehicle inspection form and payment to the City Clerk’s Office, 245 Washington Street, Watertown, NY 13601 or place in an envelope addressed to the “City Clerk” in the City Hall Drop Box located at the Sterling Street entrance to the building
