Understanding New York's E-Bike Laws

New York State recognizes three classes of electric bicycles.  Knowing which type you ride helps ensure you are following the law and riding safely. 

The City of Watertown's local regulations work together with New York State law to promote safe travel for riders, pedestrians, and motorists. 


What is an E-Bike?

An electric bicycle is a bicycle equipped with an electric motor that assists the rider.

New York State divides e-bikes into three categories:

  Class 1 E-Bike

  • Pedal-assist only
  • Motor provides assistance only while pedaling
  • Maximum assisted speed:  20 mph

Common Use:
Neighborhood riding, commuting, recreational cycling.

  Class 2 E-Bike

  • Equipped with a throttle
  • Can move without pedaling
  • Maximum assisted speed:  20 mph

Common Use:
Transportation, errands, and riders who may need additional assistance.

  Class 3 E-Bike 

  • For Use in New York City ONLY
  • Pedal-assist only
  • Maximum assisted speed:  25 mph

Common Use:
Long-distance commuting and higher-speed travel.

Operators of E-Bikes and E-Scooters must be at least 16 years old.
