WESTERN OUTFALL TRUNK SEWER – MANHOLE REHABILITATION – PHASE 1
General Notice
City of Watertown, New York (Owner) is requesting Bids for the construction of the following Project:
Western Outfall Trunk Sewer – Manhole Rehabilitation – Phase 1
GHD No. 12576371
Sealed Bids for the construction of the Project will be received at the Watertown City Hall located at 245 Washington Street, Office of the Purchasing Manager, Room 302, Watertown, New York, 13601, until Friday, August 12th, 2022, at 11:00 AM. At that time the Bids received will be publicly opened and read.
The Project includes the rehabilitation of sixty-three (63) sanitary sewer manholes to repair structural defects and reduce inflow and infiltration.
Bids are requested for the following Contract: General – Contract 1
Obtaining the Bidding Documents
Information and Bidding Documents for the Project can be downloaded at the following designated website: www.nyplanroom.com
Bidding Documents may be viewed and bid packages may be purchased/downloaded from the designated website by prospective bidders. Prospective Bidders must register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
Printed copies of the Bidding Documents are also available at the bidder’s expense.

Technical questions shall be submitted in writing via email to Adam Scicchitano at adam.scicchitano@ghd.com. The subject heading for all e-mails shall be Western Outfall Trunk Sewer – Manhole Rehabilitation – Phase 1.
No response may be given to questions received less than nine calendar days before the Bid opening date.
Pre-bid Conference
A pre-bid conference for the Project will be held on Friday, July 29th 2022 at 10:00 am at Watertown City Hall, 245 Washington Street, Watertown New York. Attendance at the pre-bid conference is encouraged but not required.
Instructions to Bidders.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
No Bidder may withdraw its Bid within 30 days after the date of the Bid opening. The successful Bidder must furnish a 100% Performance Bond and a 100% Payment Bond with a surety company satisfactory to the City of Watertown and conforming to the prerequisite requirements of Article 6 of the General Conditions on the forms included in the Bidding Documents.
The City of Watertown reserves the right to waive any informalities or to reject any or all Bids.
Bidders are required to certify, under penalty of perjury, that Bids have been prepared without collusion with other Bidders, subcontractors, suppliers, etc. This certification is included with the Bid Form and each Bidder must sign in the space provided.
