Jeffrey Michael Smith was born in Watertown, November 8, 1969, to Edward Richard and Mary Louise Clemo Smith. He is a 1987 graduate of Immaculate Heart Central School, and he received an Associate’s Degree in criminal justice from Jefferson Community College and a Bachelor’s Degree in political science from Albany State University. In 2004, he completed the physician’s assistant certification program at LeMoyne College. He works as a physician’s assistant, specializing in neurology, and he, along with his wife, started and operates QuikMed Urgent Care in Watertown. 

Jeffrey M. Smith was elected Mayor in November 2019. Before serving as Mayor, he served three terms on City Council from 2000-2003 and 2006-2011. He was also elected at the age of 23 to the former Jefferson County Board of Supervisors and served from 1994-1995. 

During his Mayoral term, Mayor Smith guided the City through the Covid-19 Pandemic of 2020, a City-wide State of Emergency due to a water system failure in 2023, and two successful City Manager searches.  He had strong relationships with both County and State representatives, as well as military officials at Fort Drum.  In addition, he held the line on City taxes and negotiated revenue-generating contracts with DANC and the Towns of Watertown and Pamelia affecting the City’s water and sewer fund. He also took pride in saving the City over $5 million by overturning the State requirement of a second City Courtroom. 

Mayor Smith is a strong proponent of alternative and renewable energy. He installed solar panels on his house and an "urban" wind turbine on the roof of the urgent care business and, during his time in office, formed a committee to work on plans for the future of hydroelectric power.

He married Milagros “Milly” Cleofe Choroco and has two sons, Carlos and Estevan, two daughters, Iliana and Neicia, one grandson, Renzo and one granddaughter, Talia.
